J’Monte Hooey

J’Monte Hooey is the Division Manager for the Office of Business Opportunity’s (OBO) Contract Compliance Division. His tenure with the City of Houston began in 2013 working in the Houston Public Works Department as a Sr. Contract Compliance Officer, Contract Administrator and Sr. Contract Administrator.

J’Monte joined OBO in 2021 as a Sr. Contract Administrator and was subsequently promoted to the position of Contract Compliance Division Manager in 2022. In his role as Division Manager, J’Monte leads the team that is responsible for ensuring contractors are complying with the MWSBE Program, Labor, and EEO requirements on City of Houston contracts.

Prior to joining the City of Houston, J’Monte was employed by the Port of Houston Authority for nearly 8 years working in the Marine Department and Training and Development. He holds an AA Degree from North Harris College, BS Degree from University of Houston, and CCA certification from Morgan State University.
